Tom Reynolds is a Partner in HKA’s Government Contracts Practice in Washington, D.C. Tom is a forensic accountant and CPA with 20 years of experience helping government contractors navigate the complex government contracting compliance rules and regulations. Tom has provided government contract accounting, auditing and advisory support to government contractors across numerous industries, including aerospace and defense, manufacturing, healthcare, construction, engineering, and professional services. Tom has presented contractors’ positions and facilitated negotiations with contracting officers, DCAA, DCMA, and other regulatory bodies. Tom has supported government contractors in connection with business systems compliance assessments, DCAA/DCMA audit support, False Claims Act disputes, merger and acquisition due diligence and post-merger integration, and indirect rate modelling and analysis. Tom deals extensively with critical government contracting regulations and requirements, including the FAR, DFARS, and CAS.

After serving as a Program Manager (PM) and COR, Ms. Chendra Conklin recently returned to her Contracting Officer (CO) roots. She served as an Unlimited warranted Senior CO and Acquisition Portfolio Manager at the Federal Railroad Administration (FRA/DOT), leading collaboration between program partners and acquisition teams. Her expertise spans contracting and program execution, including several years in Program Manager and Contracting Officer’s Representative (COR) roles, specializing in IT and Digital Services. She was selected to help establish a new Chief Procurement Organization for the First Responder Network Authority (FirstNet/DOC), demonstrating her technical and contracting prowess as both a CO and an Acquisition Program Manager (PM) on a multi-Billion dollar project. Ms. Conklin also supported DOL as a Senior IT Contract Support Program Specialist (COR), providing program, performance, and contract management expertise. Ms. Conklin is a proponent of innovation, presenting on the topic at various forums. She advocates for contracting community education, and has encouraged Acquisition teams to challenge traditional notions of processes and industry engagement. She holds a full suite of CO, PM, COR, and NCMA certifications. Having recently left federal service to pursue a career in the private sector, she plans to continue her certification journey.

Dr. Kirsten Hawley, Air Force Veteran, began her 27+ year federal career as a USAF heavy-aircraft instructor navigator. After completing active duty, she transitioned to civil service, advancing to an Unlimited Warranted Contracting Officer, Team Lead, Section Chief, and Acquisition Portfolio Manager. Before retiring from civil service, she served as a Portfolio Manager and Senior Contracting Officer at the Federal Railroad Administration, where she established FRA’s first agency-wide portfolio management program, overseeing $150M+ in annual funding and modernizing industry engagement and requirements development. Her contracting experience includes serving as a Source Selection Advisor at the Air Force Installation Contracting Center’s Acquisition Center of Excellence, where she mentored teams across 56+ programs valued at over $11B. She led process improvements, developed interactive workshops to enhance industry engagement, created training materials, streamlined strategic sourcing efforts, and presented at summits on market research and industry engagement. Additionally, Dr. Hawley has supported base operations, communications infrastructure, multi-million-dollar cyber support services, and USAF Base Realignment and Closure (BRAC) environmental restoration contracts. She holds a BA in Public Administration from Miami University (Ohio), an MPA from the University of Oklahoma, and a PhD in Public Policy and Administration from Walden University. As President and Co-Founder of AFS Training and Professional Services, LLC, she is eager to provide acquisition training, portfolio and contract management, and proposal strategy development support to both public and private sector clients.

Mr. Josh Jordan serves as the Director of Acquisition at the Federal Railroad Administration (FRA), leading strategic initiatives to foster collaboration and enhance the acquisition experience for FRA and industry. Raised in Alexandria, VA, Josh is a distinguished alumnus of the University of Virginia's College at Wise, where he graduated with honors while serving as team captain of the men’s basketball team. After graduating from the College of William & Mary Law School, Evan Feely began his career in Federal acquisitions in 2018 as a contractor providing on-site acquisition support for the Department of the Interior's Interior Business Center (IBC). Evan left IBC in 2019 for a position with the National Institutes on Drug Abuse (NIDA), where he served as a Contract Specialist / Contracting Officer for five years, obtaining his FAC-C Level III certification in 2022 and his FAC-C Digital Services certification in 2023. In 2024, Evan was hired by the U.S. House of Representatives, Office of Acquisition Management as a Senior Contracts Specialist, where he is currently employed. During his career, Evan has had the opportunity to work on a wide variety of acquisitions, from laboratory equipment purchases to telecommunications and IT services to clinical trials and drug manufacturing studies, as well as a diverse mixture of contract vehicles and types. However, he has received his greatest professional satisfaction from serving as a mentor to his colleagues, which was fostered by his time as Director of the NCMA Tysons Mentoring Program from 2018-2020. Evan is passionate about Federal procurement and enhancing his knowledge and skillset so as to better serve the American public.

Breana Wilson is a Contract Specialist within the U.S. House of Representatives, Office of Acquisitions Management, where she has worked for the past year. Prior to that, she supported the Defense Logistics Agency (DLA) as a Contract Specialist from 2021-2024, handling all aspects of the contract lifecycle. Breana currently oversees multiple high-visibility service contracts for the House, including its' food service and gym operations, providing her with a unique insight into the House's procurement guidelines and processes. Breana holds a Master’s in Legal Studies with a specialization in Contract Management from Arizona State University and brings five years of experience to the field. John Stultz is a Procurement Risk Solutions Architect in the Risk, Fraud, and Compliance practice at SAS. Michelle Solomon is a Director of Data Science at Dun & Bradstreet working with the Public Sector Business Unit. She has worked at Dun & Bradstreet for over 5 years and in that time has worked with a number of clients including, TSA, SBA, FDA, Dept of Commerce, IRS, the California Department of Tax and Fee Administration, etc. Her work includes AI, machine learning, data visualization, and other analytics.

Katie Duggan is an Account Consultant in the National Security portfolio within the Dun & Bradstreet Public Sector Business Unit. She has worked at Dun & Bradstreet for over 5 years and has supported numerous clients including Department of Treasury, Department of Energy, and Department of State to name a few. Katie brings experience as being a trusted advisor and works through the contracting process with customer, understanding the needs of requirements for contracting professionals to issue awards.

Julia Coon is a Senior Manager in Aprio’s Government Contracting Practice. She specializes in Service Contract Labor Standards (SCLS/SCA) compliance, GSA Multiple Award Schedule (MAS) contracts, GSA MAS Office of Inspector General (OIG) audits, GSA MAS and SCLS due diligence and investigations, and Joint Ventures. Since 2015, Julia has worked with clients of all sizes across various industries to develop and implement best practices to ensure compliance and strategic success.

Brittney Chappell is the Program Manager for the NASA Acquisition Innovation Launchpad (NAIL). In this role, she provides program oversight over the NAIL while championing efforts to continue innovating by collaborating with NASA’s acquisition community. Previously, she served as a Sr. Procurement Analyst for NASA within the IT acquisition policy space. Ms. Chappell served as the Director, Office of Acquisition for the GSA, Technology Transformation Services (TTS), where she provided leadership and oversight of TTS’s procurement functions, policy, and initiatives. A seasoned acquisition professional with over a decade of experience, she served as the Acquisition Team Lead over the Department of Transportation (DOT), IT Acquisition Center of Excellence (IT ACE) division where she was responsible for standing up the division to support the agency's IT shared services initiative aligning with its FITARA goals. Prior to DOT, Brittney was a Senior Contracting Officer at GSA in the Federal Systems Integration Management Center (FEDSIM) division providing assisted acquisition services for major Department of Defense IT requirements and also completed an extensive detail assignment as a Contracting Officer for the Executive Office of the President. She is a graduate of the Digital IT Acquisition Professional Training Program, USDA’s Executive Leadership Program, and holds a Master’s Degree in Business Administration from George Mason University. Ms. Chappell has received numerous awards to include the DOT Administrators Award for Excellence and the Multiple Award Government and Industry award for Acquisition Excellence. Ms. Chappell lives in Washington, DC but she is a North Carolina girl at heart. Outside of work, she enjoys spending time with her doggie, Ida B.Chap and cheering on her favorite sports teams (Carolina Panthers, Duke Blue Devils, and East Carolina Pirates).

Melissa Wagner is currently a Detailee to NASA HQ for the NASA Acquisition Innovation Launchpad (NAIL), where she serves as a Procurement Analyst, facilitating enterprise-level innovation and supporting operational activities. Prior to the NAIL assignment, Ms. Wagner was a warranted Contracting Officer in the Office of Procurement's (OP) Program Management Support Division at NASA John C. Stennis Space Center (SSC) where she served as the Lead Contracting Officer for SSC’s propellant and laboratory services contracts. Ms. Wagner has over 19 years of combined military and civilian service experience and has managed and led numerous contract actions to support SSC and its commercial partners. Her career began in SSC’s OP in 2014, where she was detailed as the admin/recorder for the ITS Source Evaluation Board (SEB). Throughout her tenure, Ms. Wagner has procured and administered contracts for various needs, including barge refurbishments, laboratory services, autonomous services, and propellants for SSC. She actively participated in several NASA initiatives, including the Foundations of Influence, Relationships, Success, and Teamwork (FIRST) leadership program, the Agency and Center Future of Work (FoW) teams, and served as the Executive Secretary for SSC’s Joint Management Council (JMC). She holds a bachelor’s degree in business administration from the University of Southern Mississippi, legacy FAC-C Level III, and multiple FAC-C Credentials including Contract Administration Special Topics and Operational Contracting. Ms. Wagner has received numerous awards during her career to include NASA’s Early Career Achievement Medal, Space Flight Awareness Award, and the Navy and Marine Corps Achievement Medal.

Dr. Danielle May is currently a Detailee to NASA HQ for the NASA Acquisition Innovation Launchpad (NAIL), where she serves as a Procurement Analyst, facilitating enterprise-level innovation and supporting operational activities. Previously, as a warranted Contracting Officer in the Office of Procurement's Business Management Branch at NASA Langley Research Center Dr. May, served as the Contracts Closeout Officer, IT Specialist for OP and SEB IT support. Dr. May has a strong background in contract management, having played a key role in significant projects such as the Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) and the LeO Flight Test of an Inflatable Decelerator (LOFTID). Committed to mentoring and inclusivity, she is Co-Chair of the Langley Employee Resource Group Council and a leader in the BEST Employee Resource Group. Her contributions to diversity and inclusion were recognized with NASA's 2023 Diversity Equity Inclusion and Accessibility Medal. Joining NASA in 2017, Dr. May has prior federal service with the Department of Veterans Affairs and the Air Force Air Combat Command, where she managed high-value contracts and supported warfighter readiness. A retired Air Force veteran, she holds a Bachelor's and Master's in Business Administration, along with a Doctorate from Saint Leo University.

Josh Stiles is a warranted Contracting Officer (CO) in the Office of Procurement’s (OP) Engineering Directorate Support Division at NASA/George C. Marshall Space Flight Center (MFSC) where he manages the Agencywide Consolidated Programmatic Support Services Programmatic Planning and Control (CPSS PP&C) IDIQ Contract and underlying Task Orders. In addition to his role as a CO, he serves as MSFC’s Center Innovation Advocate in support of the NASA Acquisition Innovation Launchpad (NAIL). Mr. Stiles has 10+ years of government contracting experience in support of NASA/MSFC. He had experience supporting the Space Launch System (SLS) Program and performing contract administration with CPAF/CPIF/CPFF Contract Types. He supported the Human Landing System (HLS) Program for 3+ years and supported five separate Source Evaluation Boards (SEB) in a fast-paced Firm Fixed Price (FFP) Research and Development (R&D) environment. He also gained over a year of experience as a procurement analyst performing policy compliance activities at NASA/MSFC. He gained experience in procuring programmatic support for the Engineering Directorate, Institutional Services (Logistics, Environmental Remediation and Monitoring, etc.), and Interagency Agreements (NASA Pegasus Barge). Mr. Stiles holds a bachelor’s degree in finance with a concentration in economics from the University of Alabama and has obtained a legacy FAC-C level II and FAC-C Professional. He is a third generation NASA Civil Servant whose lineage includes both procurement and electrical engineering. Mr. Stiles has received numerous awards during his career to include a Silver Achievement Medal, Special Service Award, Individual Contributions Awards. He has received Group Achievement Awards during his time in Policy, HLS SEB Evaluation Teams, and the G-Invoicing Transition Team.

Madison Harrell has over ten years of legal experience, starting as a paralegal specializing in state regulatory compliance and now serving in the federal contract management field. She currently works as a Contracts Manager at Agile Defense. Her certifications include Certified Federal Contract Manager (CFCM), NALA Advanced Certified Paralegal (ACP), NALA Certified Paralegal (CP), and Florida Certified Paralegal (FCP). She is a graduate of the 2023-2024 Contract Management Leadership Development Program (CMLDP) cohort with NCMA and was Distinguished Graduate. Madison currently serves as the Vice President of the Jacksonville Chapter of NCMA.

Calvin J. Mitchell is a seasoned contracting executive with extensive experience supporting government-wide programs and initiatives. As the Deputy Director of Contracts and Acquisition Management at the Department of Education, Calvin provides executive leadership and strategic direction to ensure efficient, compliant acquisition processes that align with the Department’s mission and strategic objectives. Sydnee Distance is a seasoned Contract Management professional and proud business owner based in Baltimore, MD. She is the visionary behind The Procurement Princess, which recently expanded to include procurement and government contracting graphics and design for presentations. Sydnee’s entrepreneurial spirit reflects her dedication to making procurement accessible and engaging through creative solutions. Sydnee began her career in grant management while earning her Bachelor of Science in Business Administration from Capitol Technology University. After graduation, she transitioned to private-sector contracting at a Fortune 500 company, where she obtained a Master of Science in Acquisition and Contract Management from the Florida Institute of Technology in 2014. T. Suzette Moore,, MS, CPPO, CPPB, NIGP-CPP, is a highly experienced and successful leader with over 30 years in public sector procurement management and leadership. Suzette is the founder of Inspired Growth LLC, a consulting, mentoring, coaching and training company aimed at strengthening middle management in the public and private sector. She is the former Senior Vice President & Chief Procurement Officer for the Washington Metropolitan Area Transit Authority (WMATA), where she led a 2.2 billion dollar annual spend for eight years. Prior to her appointment as Senior Vice President & Chief Procurement Officer for WMATA, Suzette was appointed Assistant Secretary for Procurement & Logistics for the State of Maryland Department of General Services. She reported to a cabinet level Secretary and advised all levels of state government concerning procurement laws, regulations, and policy. Preceding her appointment as Assistant Secretary, she served as the Chief Procurement Officer for the Maryland Aviation Administration where she directed and supervised the Office of Procurement, responsible for large, complex and multi-year contracts for BWI Airport. Suzette is a transformational leader and in each of these positions, she has demonstrated enthusiastic leadership, a positive attitude, and exceptional customer focus. She currently serves as a Category Manager at the Washington Metropolitan Area Transit Authority (WMATA), where she drives procurement and strategic sourcing initiatives, ensuring compliance, efficiency, and innovation across projects. Jontae’s professional journey includes mastery of cradle-to-grave procurement strategies, regulatory compliance, and digital transformation within procurement processes. Prior to WMATA, she served as a Senior Contract Officer at Royalty Professionals LLC/Miracle Systems, supporting federal agencies like the Export-Import Bank of the United States. She is skilled in issuing solicitations, evaluating proposals, and awarding contracts under rigorous regulatory conditions. As the founder of Royalty Professionals LLC, Jontae combines her passion for procurement and the beauty industry, offering a unique blend of services that empower clients. A licensed cosmetologist, she added NAICS beauty codes to her portfolio and created the Entrepreneur Outreach Program to educate others on marketing to government and commercial agencies. Clay Ahrens serves as the Contracting Functional Career Manger at the Missile Defense Agency (MDA). He is responsible for creating and executing strategies to identify and hire exceptionally well qualified candidates to meet the Agency’s mission. These talented professionals acquire the services and hardware needed to develop and deploy a layered Missile Defense System to defend the United States, its deployed forces, allies, and friends from ballistic, hypersonic, and cruise missile attacks of all ranges and in all phases of flight. Immediately prior to his current role, Clay served as Consolidated Support Contracts Director at MDA. In that capacity he led a 27-member division that administered and awarded service contracts valued at more than $3 billion. Truman Boyd serves as a Contract Specialist at the Missile Defense Agency (MDA). Throughout his time at the MDA, Truman has supported contracting operations in Innovation, Science, and Technology, and Terminal High Altitude Area Defense (THAAD). Truman currently supports the Agency by providing contracting support for Foreign Military Sales (FMS) cases. Truman is recognized as a leader, hard-worker, and problem-solver. He recently played a vital role as the lead contract specialist awarding a time-sensitive contract sponsored by the Office of the Under Secretary of Defense for Research and Engineering (OUSD), Accelerate the Procurement of Innovative Technologies (APFIT) program. Mr. Christopher Goolsbee has over fifteen years of contracts experience. His first seven years were with the federal government, and he has been within industry ever since. In 2010, he joined the Air National Guard and spent four years performing base-level contracting support for C-130s and special operations units (Pararescue). From 2014-2017, he supported NOAA’s NESDIS satellite program where he awarded and administered satellite systems contracts as a contract specialist and a contracting officer. In 2017, Mr. Christopher Goolsbee moved from government to industry where he became a contract manager for Aerojet Rocketdyne supporting space and weapon systems development contracts. Since 2019, he has been a Senior Contracts Manager within the Verint Americas Inc. Legal Department writing and negotiating software licensing contracts and agreements. Mr. Goolsbee holds a Certified Federal Contract Manager Certification from the National Contract Management Association, DAWIA & FAC-C Level II Certifications in Contracting, a Bachelors degree in Business Administration, and a Masters degree in Business Economics.

Laurinda Hardy is a Contract Administration Specialist at The Boeing Company in BDS Contract Operations Services currently focusing on Contract Closeout. Ms. Erica J. Taylor is a Senior Procurement Analyst working for the US Army Corps of Engineers, Senior Contracting Official, Great Lakes and Ohio River Division. Before this position, Ms. Taylor was the primary HQDA Inspector General responsible for inspections of Army Special Access Programs (SAP). Since March 2020, Ms. Taylor was responsible for ensuring SAP contracting activities were compliant with applicable contracting laws, including FAR, DFARS, Army FAR Supplement, and Secure Environment Contracting (SEC) regulations. She also investigated allegations of fraud, waste, and abuse on classified contracts/programs; and assisted the Army Criminal Investigations Division (CID) as a subject matter expert on criminal investigations for classified contracts. Previously, Ms. Taylor was the Deputy Chief of Contracting for the US Army Corps of Engineers (USACE) Transatlantic Afghanistan District in Bagram, Afghanistan managing the district’s $600M BPA and Design Build Construction programs. She has worked for the US Army in Germany, Japan, and Afghanistan, overseeing military contracts worldwide.

Jason Zirkle is the Training Director for the Association of Certified Fraud Examiners (ACFE). With 16 years of experience as an intelligence analyst, he has a strong background in investigating financial crimes. After serving in the United States Army, Jason joined the Texas Department of Public Safety (DPS) as a Criminal Intelligence Analyst. Mr. William (Will) Roberts works at ASI Government, LLC as Vice President and Director of Emerging Technology and ASI Education. Nicole Evans joined A3 Consulting LLC as Chief Strategy Officer in 2025. Before joining A3, she dedicated over 20 years to public service, most recently as the Deputy Assistant Secretary for Acquisition for the U.S. Department of the Treasury. In that role, she oversaw more than $9 billion in annual procurement spend and 700 acquisition professionals, and served as Treasury’s key spokesperson on matters involving procurement and contracting, Senior Procurement Executive, Deputy Chief Acquisition Officer, Suspension and Debarment Official, and Senior Accountable Official for Domestic Sourcing. Katie Keller currently serves as a Professor of Contract Management at DAU (Defense Acquisition University) Midwest where she facilitates contracting certification courses, leads curriculum development efforts, and develops and facilitates customized training workshops to support Department of Defense (DoD) acquisition teams. Prior to joining DAU, Ms. Keller worked as a Department of the Army civilian for over 12 years in various acquisition roles. Dr. Dolores Kuchina-Musina is the CEO/Founder at REXOTA Solutions, LLC, a company in the DC-Metro area focusing on strategy, planning, pursuit, capture, management, and administration of Federal Contract/Agreement Awards. Dolores has over 10 years’ experience in federal, state, and international public procurement, specifically directing and managing strategic pursuits in collaboration with business development, proposal development, change management initiatives for Federal procurement acquisitions and served as a strategic partner in providing risk management support for Federal compliance contracts.

Jen is a Senior Government Strategist at Gallup. Her primary areas of expertise include public sector pricing, proposals, and contracts. As an expert in Government Strategy, she is responsible for making recommendations to mitigate or eliminate risks across Gallup. Additionally, Jen works on optimizing capture management and is a leader within the Government proposal team. She serves as a resource to regarding contract-type strategy, government negotiations, and best practices for communicating with contracting officers and specialists. Prior to joining Gallup, Jen worked for several federal government agencies, including the Department of Health and Human Services (HHS), General Services Administration (GSA), the Department of Energy, and the White House. She was responsible for politically sensitive and high dollar pre-award acquisitions as a contract specialist. Steve Woo currently overseas a buying group at the Jet Propulsion Laboratory (JPL) located in Pasadena, CA. The group manages $1.2B in subcontracts supporting the Deep Space Network (DSN) facilities in Barstow, CA; Madrid, Spain; and Canberra, Australia. In addition, the group also supports JPL’s Information and Technology Solutions Directorate (ITSD) by issuing and managing subcontracts ranging from computer/cell phone replenishment, help desk support, application migration, and system administration. Prior to his current position, he managed the Non-Flight Research & Develop group whose team established contracts with Lawrence Berkeley National Laboratory, Sandia National Laboratories, and other Federally Funded Research and Development Centers (FFRDC). A member of the National Contract Management Association (NCMA) since 2011, Steve is a past president and an active leader in the San Gabriel Valley (SGV) Chapter of NCMA. Steve earned a Bachelor of Science in Business Administration from the University of Southern California in addition to CPCM, CFCM and Fellow with NCMA.

Jeffrey (Jeff) A. Koses is the Senior Procurement Executive (SPE) at GSA who is recognized as an innovative leader in the field of acquisition. As SPE, he has three priorities: 1) strengthen the acquisition workforce, 2) facilitate smart and effective buying, and 3) foster healthy and productive industry relationships. Jeff also serves as a voting member of the Federal Acquisition Regulatory Council and serves as GSA's representative on the AbilityOne commission. From 2008 through 2014, Jeff was Director of Acquisition Operations within the Federal Acquisition Service, where he led several Federal Strategic Sourcing Initiatives, created GSA’s premiere vehicle for integrated professional services, managed 25 multiple award schedules with annual sales of over $22 billion, supported emergency acquisition, and oversaw acquisition for GSA Global Supply. Prior to that, Jeff directed the Office of Contract Management and played a host of both operational and policy roles. Mr. Koses holds a Bachelor’s degree in History and Political Science from Washington University in St. Louis, MO. He also holds a Master’s degree in Acquisition Management.

Former Department of Homeland Security (DHS) Chief Procurement Officer and Senior Procurement Executive, Ms. Correa was responsible for the implementation of unique acquisition policies, regulations, and standards of the agency. Her work included direct oversight of all procurement operations, including the work of over 1,500 procurement professionals assigned to the ten Heads of Contracting Activities providing contracting services to DHS components, organizations, and offices. The DHS procurement portfolio exceeded $25 billion per year and has the acquisition of a variety of services and products, including information technology, research and development, construction, law enforcement, and professional, consulting, and advisory services. Ms. Correa is recognized as a transformational leader, who designed several programs at DHS that have been adopted by other federal agencies to improve business processes and support the continued development and growth of the acquisition workforce. Examples of such programs include the Procurement Innovation Lab (PIL), Reverse Industry Days, and the Education, Development, Growth, and Excellence (EDGE) mentoring program. Each of these programs improved and streamlined business processes; promoted a culture of ingenuity and smart risk-taking, and enhanced customer experience. Ms. Correa created and actively took part in a variety of forums to regularly engage with industry, academia, and other stakeholders on a variety of topics to promote collaboration, cooperation, and transparency. Under her leadership the Homeland Security Acquisition Institute and the Acquisition Professionals Career Program grew and adapted to the changing federal government landscape including the use of “virtual” on-boarding, orientation, and training. With an outstanding record of meeting or exceeding small business, competition and category management goals, Ms. Correa led world class teams focused on enabling successful DHS mission delivery while ensuring compliance with procurement laws and regulations. Ms. Correa has an impressive 40+-year career in federal acquisitions management. She was part of the creation of DHS 18 years ago, serving in several key leadership positions including as Head of Contracting for Immigration and Customs Enforcement and as an Associate Director of the U.S. Citizenship and Immigration Services. Ms. Correa also held leadership positions at the Naval Sea Systems Command, General Services Administration.

Karla Smith Jackson is the Senior Procurement Executive, Deputy Chief Acquisition Officer & Assistant Administrator for the Office of Procurement at the National Aeronautics and Space Administration (NASA). In this role, she provides senior executive leadership and oversight of NASA's procurement functions, policy, and initiatives to an acquisition workforce of over 4,000 personnel. Ms. Jackson serves on the Federal Acquisition Institute Board of Directors and on the Federal Acquisition Regulation Council. She is one of only three signatory authorities that can execute procurement policies and procedures on behalf of the United States Federal Government. In addition, she represents NASA’s enterprise procurement organization across the Federal Government, industry and international organizations. A seasoned acquisition professional with over 30 years of extensive experience, Ms. Jackson previously served as the Acting Director for Acquisition at the Missile Defense Agency (MDA). As the senior advisor and authority on all aspects of acquisition, contract planning, and management she provided guidance and oversight to programs that successfully integrated a single missile defense system into a layered missile defense capability. From 2016 to 2020, she served as the Director of Contracts at MDA, responsible for all agency contracting actions. Ms. Jackson began her Federal service career in 1991, as an Acquisition Management (AM) intern at the Defense Threat Reduction Agency, formerly the Defense Nuclear Agency. After graduation, Ms. Jackson joined the Ballistic Missile Defense Organization (BMDO), which later became the Missile Defense Agency, as a senior contract specialist. During her tenure at BMDO, Ms. Jackson held several positions, including, Director of Technology, Test, and Targets Contracting and Director of Contract Policy, Pricing, and Review. Ms. Jackson moved on to serve as the Director for Acquisition Policy and Legislation in the Office of the Chief Procurement Officer at the Department of Homeland Security (DHS). In this role, she managed the development and promulgation of Government-wide acquisition regulation and policy and represented DHS on all acquisition legislation decisions. Previous assignments include Chief/Deputy Chief of Contract Operations for the U.S. Coast Guard, Chief of Staff/Executive Officer to the Director of Acquisition at MDA, Chief of Acquisition Operations at the Headquarters of the Defense Logistics Agency, and Deputy Executive Director for Contracts at the Headquarters of the Defense Contract Management Agency. Ms. Jackson holds a Bachelor of Science degree from Hampton University and a Master of Science degree in contract and acquisition management from the Florida Institute of Technology. She also holds a Master of Science degree in national resource strategy with a concentration in acquisition from the Industrial College of the Armed Forces (Defense Acquisition University). Mr. John M. Tenaglia serves as the Principal Director, Defense Pricing and Contracting (DPC) within the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). He is responsible for the pricing and contracting policy matters that relate to $300+ billion in annual contract obligations. As the functional leader of DoD’s 30,000+ contracting and purchasing professionals, he is responsible for their workforce career development. He serves as the principal advisor to the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) on acquisition and procurement negotiation strategies for all major weapon systems, and major automated information systems programs. He is responsible for assisting the USD(A&S) in the implementation of the Department’s operational priorities, including business reform initiatives to reduce operational costs and speed delivery to the warfighter. He oversees business enterprise initiatives related to pricing, domestic, international, and contingency contract policy for DoD, and associated ebusiness solutions; and DoD procurement regulations.

Patrick Hughes is a retired active-duty Air Force officer and has spent 15 years in the Government contracting industry. During his Air Force career, he held a number of operational and contracting leadership assignments to include NATO, DCMA, US European Command, and the National Reconnaissance Office. As a defense contractor, Patrick supported numerous agencies across the federal enterprise and was the Director of Contracting at The MITRE Corporation where he was responsible for all buy/sell activity. Patrick holds a DAWIA Level III Certification in Contracting and is currently the Senior Director, Industry Advisory-Public Sector, for Icertis--a GenAI-enabled contract intelligence platform.

Tim Lo is a professional career coach and co-founder of Your Next Jump. Tim is from Fishkill, New York and went to school at Carnegie Mellon for both his undergraduate and master’s degrees. Tim has over a decade of experience in business strategy and process improvement. He has worked for several top-tier international consulting firms and has been involved in the hiring of many new team members. Wes Bennett is a former member of the Senior Executive Service and is currently the Vice President of Contracts at Booz Allen. He is an expert in acquisition and contract management with over 20 years experience in various contracting leadership roles within the government and private industry. He graduated from the United States Air Force Academy with a degree in Legal Studies and a minor in Philosophy, and later earned a master's degree from Bellevue University in Acquisition and Contract Management. 

 

He has served in various roles in the Department of Defense, including the Senior Procurement Executive at Defense Advanced Research Projects Agency (DARPA), where he received the Distinguished Civilian Award. Ms. Brittany Alvarenga led a team of six acquisition professionals as a Division Chief in the Federal Railroad Administration’s (FRA) Office of Acquisition, overseeing an annual budget of $153M. She is a recognized expert in federal contracting, market analysis, business process improvement, and contract compliance. As Division Chief, she championed innovative procurement strategies to enhance contract performance, developed automated tools to streamline acquisition processes, and optimized compliance across the agency. A collaborative leader, Ms. Alvarenga excels at cultivating high-performing teams, refining procurement operations, and driving cost-effective solutions. Her efforts at FRA significantly reduced acquisition lead times and strengthened operational efficiency through strategic acquisition techniques, maximizing value for program partners and taxpayers. In 2024, the FRA Administrator honored her with the Administrator’s Superior Achievement Award and Innovator of the Year for her contributions. Transitioning from federal service to the private sector, Ms. Alvarenga is now enjoying time with friends and family along the South Carolina coast while exploring new opportunities.

Timothy M. Applegate, is currently an AF civilian at a Major Command serving as the senior business and technical manager of all services acquisitions for major operations and maintenance programs, command Advisory and Assistance Services, and command strategic sourcing. Mr. Applegate retired as a Colonel in the United States Air Force in June 2013 and has over 37 years of acquisition and contracting expertise.  He is a member of the Defense Acquisition Corps and is Defense Acquisition Workforce Improvement Act Level III certified in Contracting. He is currently a member of National Contract Management Association's (NCMA) Board of Directors and a previous member of the Board of Advisors and has served as President of the Dover Delaware Chapter. He earned the prestigious Certified Professional Contract Manager certification in 1995.

Mr. Stephen Speciale is a Senior Acquisition Analyst supporting the Advanced Research Projects Agency for Health's (ARPA-H's) contracting office. Mr. Speciale is a subject matter expert in research and development (R&D) contracting activities necessitating unique business approaches and non-traditional contracting instruments like Other Transactions (OTs). He ideates and implements innovative business processes for R&D efforts, creates and maintains agency policy and guidance, develops and reviews pre- and post-award contracting documentation, and develops ARPA-H's workforce by creating and delivery content on various contracting and acquisition topics. Mr. Speciale also manages ARPA-H's OT Community, a valuable, publicly accessible community sharing OT-related information and resources. He previously supported the Department of Defense as a Professor of Program Management and Financial Management. Catherine L. Brodo is an Agreements Officer for the Business Innovation Division at the Advanced Research Projects Agency for Health (ARPA-H), providing guidance and support to the agency in fulfilling the mission of accelerating better health outcomes for all. She provides acquisition and contracting advice and training, and support at all stages of negotiation, execution, and management of a variety of contracts and agreements. Prior to her work at ARPA-H, Ms. Brodo supported the Defense Advanced Research Projects Agency (DARPA), the Naval Supply Systems Fleet Logistics Center Yokosuka in Singapore, and the Navy’s Military Sealift Command HQ in Washington, D.C.

Steve Murphy is vice president of Contracts, Global Purchasing, and Supply Chain at GM Defense LLC. In this role, Murphy oversees all contractual operations, global procurement, and supply chain strategies, driving the growth and execution of GM Defense’s business with the Department of Defense, other U.S. government agencies, and international customers. With nearly 30 years of experience in global defense, contracting, offsets, and supply chain management, Murphy brings a wealth of expertise to GM Defense. He spent over a decade in senior leadership roles at Raytheon, most recently serving as vice president of Contracts at Raytheon Missiles & Defense. There, he led an organization of 300 professionals managing customer contracting and offset initiatives for a $16 billion global business portfolio. He was instrumental in designing acquisition strategies and overseeing contracting for air and missile defense systems, precision weapons, radars, command-and-control systems, and advanced defense technologies. Murphy also guided the organization through a major merger in 2020, implementing agile contracting processes that enhanced compliance and operational efficiency. Earlier in his career, Murphy led multi-billion-dollar global supply chain operations, pioneering transformational strategies such as bundled procurements, strategic supplier partnerships, risk mitigation frameworks, and end-to-end supply chain solutions. In 2017, he established Raytheon Saudi Arabia’s first business presence in the region, collaborating with regulators and senior government officials to create a framework for local operations. Murphy holds a bachelor’s degree in economics from the College of the Holy Cross in Worcester, Massachusetts. Dorian Evans, Senior Solution Consultant, joined Ivalua with over 8 years of supply chain experience. Throughout his career, Dorian has worked in the Federal/Defense Contracting, Healthcare Distribution, and Chemical Manufacturing industries. He holds an MBA from Abilene Christian University and is a Certified Supply Chain Professional (CSCP) on behalf of the Association for Supply Chain Management (ASCM). Mark C. Snyder serves as the Senior Field Advisor for the North West Texas APEX Accelerator Center at Midwestern State University, a role he has held since July 2020. Prior to this position, he completed a distinguished career in civil service from 1989 to 2020 and served in the U.S. Air Force Reserve from 1977 to 1999. Mark holds an MBA and a Bachelor of Science in Business Studies from Chapman University, as well as associate degrees from Victor Valley Community College and the Community College of the Air Force. Rich Lyles currently serves as the Program Director for the Northwest Texas APEX Accelerator Center, formerly known as the Procurement Technical Assistance Center (PTAC), located in Abilene, Texas. With over three decades of experience in both the public and private sectors, Rich is a seasoned expert in government contracting and small business development. A two-time graduate of the University of Nevada, Las Vegas (UNLV), Rich earned his Bachelor of Science in Business Administration in 1991 and his MBA in 1994. He began his public sector career in 1990 with the U.S. Bureau of Reclamation while still in college. In 1993, he transitioned to the private sector, serving for 7 years as Chief Financial Officer and 10 years as General Manager for a small defense contractor in southern Nevada. Rich’s public service continued first as a Government Contracts Advisor and later Deputy Director of the Nevada Governor’s Office of Economic Development’s Procurement Outreach Program (PTAC). He later served as Director of the Wyoming PTAC before assuming his current role in Texas in 2020.
