The April 16th executive order, Ensuring Commercial, Cost-Effective Solutions in Federal Contracts mandates mandate the Federal Government to utilize the competitive marketplace to the maximum extent practicable. This includes use of commercially focused methods such as Commercial Solutions Openings and Other Transactions as well as commercial practices to provide cost effective solutions.
